“Purdue will begin releasing admission decisions for fall applicants after 5 p.m. Eastern on December 10, 2010. However, decisions are not guaranteed by this date, and students who apply later are less likely to have a decision by December 10.”

^This is what rolling admissions means: You’ll get your decision as they process the applications rather than waiting for all of the decisions to be released at the same time.

It sounds like Purdue prefers that students apply early. Your best chance for a merit scholarship is to submit the complete application by Nov. 15th.
