No, whether a double is feasible depends on 1) the majors and their degree of overlap, 2) your personal tolerance for pain, and 3) what classes are required for each major and whether they require you to do cartwheels to schedule everything in a good way. (That is to say, do both majors require, for example, a lab junior year that meets in the afternoons? If they do, you’ll have to do some creative scheduling.)

I imagine most doubles would require somewhere around 18-20 classes outside the GIRs (216-240 units). Some are easier than others, though – if I’m reading my spreadsheet right, I could have finished a 9/7A double in 186 units, but that’s because a large number of the classes required for those majors overlap and/or fulfill GIRs (e.g. 24.900 is a HASS but can also be one of six electives required for a course 9 degree; 5.12 is a required course 7 class but is also a Restricted Elective in Science and Technology; 9.09J/7.29J fulfills requirements in both 7 and 9, etc).
