I get it, too. And the truth is that very few “poor” families will be affected by the change. (It’s more likely that middle class families with multiple kids close in age will be negatively affected. If the kids had been spaced farther apart, the family would not have had the same benefit.) Again, the purpose of federal aid is to assist the poorest families. But it’s a big change from the norm, and change is always challenging.
