Unlined leather boots are pretty much worn three seasons out of four around here ( if not more). You probably wouldn’t wear them outside in a snowstorm or when it’s very hot, but otherwise, it’s more of a fashion choice, not particularly a weather or warmth related one. It’s warm in LA all year, for instance, but you’ll see tons of boots there. Even in very cold, smowy weather, many people go from house to car, or they change out of their winter boots once they get somewhere.

You might wear ankle boots with jeans and dresses/tights, or knee high boots, (casual or dressy) with jeans, pants, skirts and dresses. You can wear shoes with some of those same outfits for a different look. I only own two pair thst are weather specific, per se, a pair of lined boots good for snow and a pair of rain boots. My other boots are fashion options.

Oldfort, I won’t sit on that hotel bedspread, either!
