Wow, sure is a lot of info – some of which is conflicting. I guess I will remain a teetotaler. He did reference the site you have quoted, so he’s aware of it. He will figure out what works for him.

Somemom: I do not agree that it should only be convictions because look at someone like Randy Quaid who has illegally entered Canada been arrested for it and is now trying to claim asylum because he believes that people will kill him and his wife in the States. Had he tried to enter legally he would have been turned away because of his pending court case and I think he should be sent back home immediately and not at our expense.
Toblin: yes Canada says that a DUI is a felony and in some states such as New York a second DUI within a year is considered a felony, Texas it is the 4th DUI. Your difference for a felony or misdemeanor for DUI is based on the severity of the offense and the amount of time that can be spent in jail. In Canada plain and simple it is a felony.
Himom: I did a little bit of extra research on the side with someone I know at Canadian Border crossings and your friend should have no problem. As long as he is coming for a valid reason, can say where he is staying and when he is leaving (if asked) but most importantly that this is his first DUI and other then that has a relatively clean record. We really aren’t that mean up here you know. We like having you spend your money here too
I dont think he has anything to worry about but it is always better to know things up front.

Thanks, PercussionDad. Have forwarded your reply to the person most interested in an answer & let him make his choice. He does have a paper to present, which is why he’s coming to Canada. He does have friends to visit as well. I believe his record is otherwise clean & fine.

I stand corrected by percussiondad- I meant “should” not as in my opinion, but that I thought they would not count it against you; I did not bother to google the FAQ
I do hear people in WA complain all the time about being turned away with a DUI, but have no personal experience with knowing someone still in the process.

And, yeah, Randy Quaid, what is up with that series of events? Apparently he was NOT acting in National Lampoon’s Christmas Vacation!
