In my area the outdoor aspect of Scouting is big, so a gift card from REI in the $20 range is the standard if you know the Scout well and want to give him something. A card without the gift is fine, too.

I have given Eagles from S’s troop different things–dress shirts, t-shirts, checks ranging from $20-$50. Our S got similar things, plus some Eagle memorabilia. It was mostly a nice time to gather people who were supportive of S along the way. I’m not sure he remembers the specific gifts, but the $$ was helpful for college spending money. Nearly all the eagles from S’s troop have completed college and are in successful careers.

Agree that there are regional differences as to what folks give/get for Eagle ceremonies, but at least a congratulatory card is normal, with or without a check or other gift.

My son got a few gifts, but he really did most appreciate people showing up at the ceremony.
