He won’t fill out the CSS, so I asked him if he’d help me with USC, to which he dodged the question and asked about UCLA or NYU.

No out-of-state financial aid at UCLA.

NYU also requires the CSS Noncustodial Profile and is generally regarded as having worse financial aid than USC.
