eligiblility to apply to the Kelley School in the spring 2014

You could check the SPEA degree requirements and the IUB gen ed requirements to see if there is overlap with Kelley to the point where it will not require your son to do more than eight semesters at IUB if he switches to SPEA. It is probably doable, especially if he takes two gen easy gen ed electives in Fall 2014.

Some of the classes your son has taken that you mentioned above --K201, W131, C104, M119-- are required for the SPEA degree, as are the Kelley-required courses C204, E201, and E202. A201 and L201 also count for some SPEA major requirements. I’m guessing he as taken or will take some more gen ed classes that will apply to Kelley and SPEA in his first three semesters and in a summer session, if he does summer school this year.

I don’t know if the B- will keep you son out of Kelley, but I think it is still worth trying for Kelley admission.
