A scrub is a guy who pretends like he’s got everything- cocky and arrogant. But in reality he’s jobless, carless, etc.
That was seriously way too hard to describe using relatively proper speech.
In casual conversation, I’d say something more like “it’s a dude who thinks he’s the **** but is really just a leach.”
