What engineering major are you interested in? What’s your state of residence?
UMD offers semester abroad. Usually in engineering it’s spring of sophomore year. As stated above engineering majors are usually sequential and pretty packed/rigid. If you come in with more AP credits it can make it easier.
UMD is about $50k a year OOS.
