As far as I’ve been told, yes you can establish state residency by changing drivers license, obtain a CA address, etc BUT in order to establish state residency for educational purposes, you must be in CA physically for a year. So keep hold of your utility bills, etc to show proof when your year is up, and they may switch you over to “in state” status.
