Excess scholarships--how best to maximize the potential of them?

Just a follow up to a couple of the posters above. My son did ask to have cost of phone and laptop added to COA (to enable better use of the scholarships he’s been given). He finally just got word back from UW Financial Aid. Any extra aid given would only be in the form of a loan. He wouldn’t otherwise be using any loan. A loan for these might help his cash flow. Would there be any other advantages to taking it?

Here’s the wording of the email from FA.

“Thank you for your email. You can submit the Revision Request for Additional Expenses to document your need for a computer, why it is necessary and how it relates to your educational goals [link for a form to fill out]… The additional funds will be in the form of a loan, no grant funding is available.”
