You can get $5500 in student loans if needed (unsubsidized). Since you are OOS with your EFC of $38K, you will get nothing but loans since UC’s give little to no FA for the extra $23K OOS tuition costs. You are expected to be full pay for the UC’s as an OOS applicant.

Regardless if in-state, your EFC still exceeds the costs/year for UCD which is around $30K, so you will still get nothing but loans in your FA package.
