The idea is that you won’t be taking out loans, but that this amount is your “skin in the game”. Federal work study earned on campus is a separate amount. That said, schools like D often have jobs outside of the work study program that pay reasonably well and will allow you to make your contribution to your tuition bill by working on campus.
