So what is half of the COA? There is $25k per year in the 529 account, and student can borrow $5,500. She can also work in the summer and earn some money. Can you contribute some money from the gift you received?

Since debt does not improve your aid amount, there’s no need to keep it.
Reducing savings could increase your aid amount, up to about 5 cents on the dollar.
