NYU reports on the Common Data Set that they do give out Non-Need-Based Merit scholarships:

136 (2.7%) of freshmen had no financial need and received merit aid, average amount $9,083

1,067 (5.0%) of undergraduates had no financial need and received merit aid, average amount $8,787

*Note: “Merit Aid” includes talent-based scholarships under the Common Data Set definition
