Yes, they absolutely are allowed to do this. In fact for federal aid, they are required to do it. Your final aid cannot be based on estimated FAFSA numbers, only final accurate numbers. Estimated aid is only as good as the estimated FAFSA information provided to them. Otherwise everyone would lowball their estimates to get higher aid than they are actually eligible for.</p>
