My son received a 10K/year award with higher stats than yours, my daughter received a 5K/year award with slightly lower stats. Unweighted GPA, EC and your college/major are also factors.
If your ACT is 32 or higher, I’d say you have a good chance for at least the 5K/year National Scholarship merit award for non-residents and possibly the 10K. There is also a possibility of other stacking awards, both merit and need based. For example, with 3 of you in college full time, you have a much better chance for some financial aid, since your FAFSA EFC will be roughly 1/3 the amount compared to one student in college.
Sadly, Minnesota is no longer the value it was just a few years ago. There could be another 10-15% increase in tuition for freshman entering fall 2019 as well.
