My son received the 10k award. I can’t really tell how he compares to you, but he certainly wasn’t stellar. We were certainly bummed about the increase in tuition for OOS kids.
I do want to say that I think you have the right idea looking OOS for bargains. You certainly stand a good chance of finding a school that will end up cheaper than your in-state alternative. I know Ol’ Miss has a great reputation for big aid packages. And Pitt, if your scores are high enough.
