@twoinanddone is absolutely correct that the public universities in California do not provide aid to non-residents.

The State of California cannot afford to fund non-residents. These public universities are funded by the State’s residents who pay taxes to fund these schools.

Non-residents are regarded as “cash cows” because these students pay the full fees and dollars that the State of California desperately needs. Were you unaware of the fees? Assume $67k per year and a school in a very expensive neighborhood and city.

“Mandatory university charges for tuition and student services help cover infrastructure and ongoing operations such as the delivery of instruction and the cost of student services such as registration, financial aid, remote academic advising and tutoring.
