For Cornell engineering, would I have a better chance at being accepted if I apply to the College of Engineering, or should I apply to the College of Arts and Sciences and transfer?

If you don’t have the profile for engineering, you don’t have the profile- and how a semester or year at CAS is going to change that is a mystery to me.

Apply to engineering if that’s what you want; find a bunch of other schools which have the program you want but are statistically easier to get into, make sure you have a couple of choices which are both affordable and are “sure bets” admissions wise.
