For Cornell engineering, would I have a better chance at being accepted if I apply to the College of Engineering, or should I apply to the College of Arts and Sciences and transfer?

If your applications screams engineering, you are unlikely to get into CAS. Cornell wants to see that you are a good fit to their individual colleges.
