For Cornell engineering, would I have a better chance at being accepted if I apply to the College of Engineering, or should I apply to the College of Arts and Sciences and transfer?

I will assume that your safeties are affordable ABET accredited universities in the US.

If this is the case, then I think that you should apply to the program that you want to get into. I think that it is far better to have the major that you want at a very good university, rather than the wrong major at a slightly higher ranked university.
