<p>There is also the fact that this year students apparently can’t download forms till they’ve submitted Part 2. (yes, there’s another way to download standard forms and write in the ID # or SSN on top but a lot of new applicants don’t know this). So if people submit near or on the scholarship deadline day, those forms can’t be filled till afterwards. USC has to be aware of this. I also don’t think admissions is going to start evaluating right away in the first week of December.</p>
