Is this free for everyone, or just NY state residents?

Nineteen SUNY schools also match in-state tuition with the following states:
Illinois, California, VT, NH, MA, CT, NJ and PA.

There are also private schools in NY that will offer free applications during the same week. It’s a popular program.
