Regarding the French classes:
German goes 1 2 3, 20 21 22. I placed into 21 but I started with 20 fall quarter sophomore year, which I felt was a good decision. 1 2 and 3 generally have class every day which was a big deal breaker for me; I don’t want to take a class I have to go to every day. It wasn’t that hard and I only took German 1 2 3(H) in high school. I definitely wasn’t the worst in my class and I didn’t try very hard, but in HS I usually scored in the 95th+ percentile on German standardized tests.
Have you looked at the class requirements for a French minor, or are you just basing that decision off of your love for French? I suggest you take a look at the requirements and think about it.
You don’t need a minor in French to become fluent/go abroad - upper division language courses are generally history/culture/literature related.

Yeah, I would go for it. People drop things during Pass 2 so there’s a chance you can get in.

No, you need to take the placement test.
