A heads up that there is a proposal in the House to fully tax all scholarships, whether or not they are less than COA. Not a bill yet, just on a list of ideas. Be sure to keep track and contact your congressional representative if you have concerns. Not pushing politics here, just making sure everyone is aware.
Thanks for the link. My organization administers thousands of dollars of scholarships, mostly for smaller amounts. This would be a burden on the recipients.

If a student is a NMSF, then s/he has options such as Alabama and Tulsa, and s/he would be competitive for other national options (such as NC St Park) for full tuition scholarships (maybe room & board for freshman year).
Best bet for a full-tuition scholarship is at in-state directional schools (such as Central Michigan mentioned above).
Whoa! If this passes, it will be a huge change to higher ed.
Mostly the change would be devastating to low-income students, and could be a big barrier to them accessing college education.
The only potential improvements that I can see coming out of it would be:
It might reverse the “jack up the list price and then give everybody discounts” marketing tactic that so many colleges now use in order to make their customers believe they they are getting an exclusive product at a bargain price. This crappy tactic has gone way too far, but only a few colleges have had the guts to reset prices down to the true price fearing they would lose marketing advantage compared to the colleges that continue the tactic. If this law passes, maybe many colleges would cut prices all together.
maybe more states would make education at public colleges (or at least at community colleges) free.

One more thing it takes, you must read the requirements to keep the scholarship, once you have it, you may need to take a certain number of hours or have a certain GPA.
My youngest is currently on a full-ride(tuition & R&B) + $250 a semester for books + $5000 to study abroad.
It is at a state directional school that we were OOS. D wants to be a teacher so the pedigree of college doesn’t matter a ton to get a job after graduation. Once I knew that I went out and researched schools that would give the most bang for the grades. D was a very good HS student. ACT could have been a little higher. I forget her GPA almost all A’s but not perfect. She did take 11 APs and passed them all.
The school invited 400-450 prospective students to come to campus one of two weekends in December and compete for 60 full tuition scholarships and 20 full-rides. The competition was 2 essays written in person that day with no knowledge of the prompts beforehand. This is where she shined as she is a great writer and can think on her feet. In the end she got one of the 20.
Many kids probably would turn their noses up at this school, but we decided the positives outweighed any negatives with it being free as a huge positive.

My older student ended up at a college with 98% tuition through scholarships.
Where you apply matters. Plus how many places you apply helps. It is a numbers game. Older kid applied to 17 schools and younger kid applied to 15 schools.
My motto has always been if you don’t fill out the form you will never get the scholarship. The oldest grabbed one of those Burger King scholarships for $1000 for a year.
I skimmed through this thread and didn’t notice Military Academies mentioned. Apologies if they were. Granted, you should understand the obligations upon graduation, however for those interested in service to the country all 5 military academies give free tuition room and board and 4 come with a stipend. My son never would have won a competitive Stamps scholarship or similar. But he just received a military academy appointment. They are truly whole person focused.
UMd has Banneker/Key, which provides full ride (tuition + room + board + book allowance) for btw 50-150 students, in state and out of state, each year. The top 2% of applicants are chosen to compete, and even those who don’t receive full ride still receive 1/2 tuition + book allowance.
