Edward Fiske, a former education writer and editor at The New York Times, has been handicapping colleges for so long that the children of some of the earliest applicants who thumbed through his “Fiske Guide” books have long since graduated themselves.</p>

<p>His most recent book, the “Fiske Guide to Getting into the Right College” (with Bruce Hammond, a sometime contributor to The Choice), features something the authors call the “Budget Ivy List.” It sheds light on 10 public universities that, in the authors’ words, “combine superb academic programs with low cost.”</p>
