At $38K all in OOS, Iowa State is in budget for the OP with no aid. Since they qualify for the $11K award for Illinois Residents, netting out at just over $100K all in for 4 years, ISU would be my top safety, cheaper than UIUC in state. They have a great college of engineering and unlike UIUC, they have a National Lab.
