In MD she should maybe add Towson.
Maybe IUP honors college will give her good merit, run net price calculators for Susquehanna and Lycoming.
She can try to see how much merit U Toledo and WVU give, but not sure if it will be affordable.
Could she commute to an instate university?
Does MD have a state grant and would your family qualify?
