I saw someone mentioned Germany, I wouldn’t count on that. To get your student visa you have to prove that you have enough money to support yourself for a year or that there’s someone who will be paying your bills for you. Work hours are limited for that visa as well. And most of the English-speaking undergrad programs are run by private universities, which cost quite a bit.
