Since you mentioned Michigan as an acceptable location, I’ll suggest Hope College. Hope’s COA is $47K. Costs & Financial Aid | Admissions Their website says that transfer students are eligible for scholarships ranging from $4K-10K in addition to need based aid, and I’m guessing that they would offer you a merit scholarship given your ACT and hs gpa.
