According to that link, all California frosh applicants are “local” to CSUB, CSUCI, CSUDH, CSUMA, SFSU, SSU, CSUStan (the local area is given as “State of California” for these campuses).

If you scroll down to Attachment C (page 7 and 8), it gives the boundaries of what is considered the local service area for CSUs in LA County.
