“I mean technically an F isn’t failing since you still get 1.0 credit in the gpa”

An F is a failing grade and you get 0.0 credits towards your GPA for an F. A D is technically a passing grade which you do receive 1.0 credits for towards your GPA but it generally does not count for meeting course requirements in your major or as a prerequisite for courses. From your first and latest posts it is unclear whether your girlfriend received a D or an F in a course. In either case she did not meet the terms of her admission contract which specified no grades lower than C. That is grounds for rescinding her but not neccesarilly a requirement that she be rescinded, that is something Admissions has to decide after looking at the circumstances.

It may not be a good idea for her to stay in Korea until the end of the summer and let you handle it for her. She should really consider coming back to the U.S. now to deal with it as best she can herself. Her English may be poor but she is the one that has to make her case, preferebly in person, to UCSB Admissions as to why she should not be rescinced. Her English may not be perfect but it is hard to see how she could have achieved a 3.8 GPA at a CCC if she did not have some facility in the language. It is also hard to figure how a 3.8 student suddenly gets a D or F in a class during her last semester. She had better be prepared with a good explanation as to what happened and why it will not happen again if she is permitted to enroll at UCSB.
