<p>Thanks for the reply but i talked with an admissions officer from Penn and I know for a fact you can’t apply EA/ED to any other private university in the us, they don’t even have a compatible EA/ED policy in the UK so that’s not my question. </p>
<p>My question is if I get in ED to Penn do I have to withdraw my applications for foreign universities I.E. am I bound to Penn OR can I still apply to foreign U’s?</p>
