<p>The ED program is BINDING. You are saying that if you get accepted you WILL attend. I don’t think it matters where else you apply, the point is you are telling them if you get in, you will attend, and you will withdraw all other applications should you get in. It is not if you get in to certain schools you will attend but not if you get into others regardless of where they are located. </p>
<p>Of course you can check with admissions, but I think if you are not certain that you would go over all other schools if you get accepted, then you should not be applying ED in the first place. </p>
<p>If you are asking if applying to a non US school is a loophole I don’t think so. But, I don’t work in admissions.</p>
