For LACs, I think it isn’t as much of an issue which major you apply to, since you can normally take your time choosing whatever major you want there.
For big public universities, if you apply for a major you don’t want, you may end up stuck without a path to the major that you do want.
If you want to major in physics, you should apply for physics.
