So you are truly limited but I noted VCU and UNM. UAB is another to add - looking at Maxwell Gunter is within range. Those 3 you’d get into for sure. U Arizona has a free trolley from campus and downtown is close.
U of SC might be a reach academically but might not. If you’re going into the service, where you go likely doesn’t matter - and frankly in engineering, if it’s got ABET you are good anyway.
College of Charleston just has Systems engineering - but it’s location is to the tee of what you seek - in spades.
