First off, do NOT choose a program based on dorm! Choose a program based on interest. I can give you pros/cons for every dorm, so honestly, not an issue. Look at the curriculum/required classes for each program (I included the link for each program at the end of my personal commentary). That is how you should decide which one you should choose.
EIP is all about entrepreneurship - are you looking to possibly start your own business? It’s a great program that was inspired by Hinman CEOs upper class LLP. Nothing wrong with La Plata dorm other than being concrete…it’s got A/C and is pretty central - close to Eppley Rec Center and not far from/ in between the (formerly Byrd) stadium for football and Xfinity Center for basketball. http://www.mtech.umd.edu/educate/eip/learn.html
Humanities makes you well-rounded and interesting as a person -it specifically mentions public service as a possible exploration. Anne Arundel is a great dorm! DCC, from what I interpret from the description, is more about using media/design for communicating ideas than about technology itself. And the dorm is too far from Stamp?
