That may be true, but given if everything is equal, the transfer priority: CC > UC > CSU. There are a lot fewer CSU transfers than CC or UC. However, OP has a very high GPA which will increase the chances of transferring. Other factors would be the major, whether it is impacted or a popular major. UCLA would be very difficult to transfer to from a CSU.
