I don’t think they are metal - I’m guessing old wood windows. With rusty screens. A couple are the ones that are a small window and sort of tilt out with a chain . The woman who loved there rarely opened them because they were so rough. We actually installed an extra a window ac unit in her living room during a heat wave a few summers ago because we were so worried about her. 
Oh well, it’s out of our hands - as neighbors we just get to sit back and watch what happens!
