<p>Not at all. Deciding by one vote still comes down to someone’s judgement, not some random event akin to throwing dice. In many schools, the Dean of Admissions has the authority to bypass the committee entirely and admit a given candidate solely by his/her decision. And that’s not a random crapshoot either; it’s the dean’s judgement. Having the judgement made by one person does not make it random.</p>

<p>Sounds like a pretty poor way to break a deadlock. A better way might be avoid ties in the first place by having an odd number of members on the committee.</p>
