How grim is flood damage?

I was in Iowa City over this past weekend and, save for a few remaining sandbag piles here and there, along with a couple of road closures, it looks like the city has made great strides in rebounding from the recent flood damage. In fact, we drove by Mayflower Hall(the large flooded residence hall which was originally slated to be closed for fall semester) several times over the weekend, and no matter what time of (weekend) day it was, there seemed to be reconstruction and repair work going on there, and UI insists that Mayflower will be open for fall semester. As for the “Old Capitol”(?) business district, it seemed to be up and running at full steam and (from that particular district alone) you almost wouldn’t know that there had been a flood in the city. BTW, it was my first visit to IC and I was quite impressed.
