Madison, I think you have to couple that with the definition of ‘permanent’. The year wait would likely still be in place.
I’ve had friends who have moved their families and gotten in-state rates immediately. They purchased houses, had leases and, probably most importantly, had jobs in the new state. They did have to show proof of the above to the schools, along with the fact that they had changed licenses, car registrations, etc. But there was no year wait. It is so school specific.
A number of states have a 12 month wait for residency. Md. specifically says you must not only change your year-round residency, but also your voting address, driver’s license address, file a tax return within Md., etc.
If a person is seeking in-state residency, they should change as much as possible as early as possible.
The states with the best public universities have the strictest rules for residency.
