Click Begin Application for Golden West College at the bottom of the page of the link you posted.

Make CCCApply Login if you don’t already have one (a lot of CCs use this application system).

After logging in, it might bring you to a weird page (security pw or something) but you can click Continue at the bottom of the page and it will bring you to the application.

Fill out application.

Submit.

Repeat for Coastline under the same login (though the application program should fill in a lot of the trivial application steps for you Ex. Address, Yes/No responses so it will take less time to fill out.)

For GWC: Complete all of the things listed on here.

The I-20 is something that you can presumably get from Foothill. http://en.wikipedia.org/wiki/I-20_(form)

Even if you want to just take a few classes here, you need to be admitted like any other student which means that you need to submit these documents. If you are Intl, then you are not a CA resident and your tuition is going to be high which is why they want the affidavit. The intl application is necessary since these are public schools and funded for by the state so they need to know who you are. English proficiency is pretty standard. Transcripts have to be provided by EVERY applicant to make sure they’ve graduated HS, or the equivalent, + for some certifications requiring knowledge of HS work. The I-20 is a student visa.
