If your parents won’t help with college costs, only living expenses, you’re pretty much limited to commuting or finding a college that offers full rides for your test scores. That eliminates California and Washington state since they dont offer this level in academic scholarships.
Your 15k EFC is the minimum any college will expect your family to pay.
Is there a reason your parents will not help with college costs? Do they expect you to attend community college?
