A college (or a division of the college) may choose not to admit by major, but if a major is more popular than department capacity, it may require a secondary admission process later based on college grades and sometimes essays etc…
Another method of managing demand is rationing courses for the major, such as Swarthmore limiting the number of CS courses that CS majors can take.
