If you’re asking about XC/TF specifically, the SEC has decided to limit the men’s rosters for xc at 10 and TF at 35. The other P4 conferences will be at 17 and 45 and many have begun cutting kids already on their rosters to get to this number.
The Ivy League has not opted in to revenue sharing so no roster limits there.
Other schools and conferences will vary in their response, but generally speaking, it’s not great news for high schools recruits.

My understanding is that the responses to the Judge filed by the attorneys did not address the roster limits.

I saw some discussion that while the judge suggested phasing in the changes, the P4 attorneys pretty much ignored that suggestion and want to move ahead with the settlement as is.

You mention knowing an athlete running low 18 for XC that isn’t get much attention from an Ivy she’s interested in, does she also run track? My daughter is a Junior and I’m trying to learn about this whole recruiting process. She has very fast times that seem to be D1 level, but I’m not an athlete and am learning along with her.
Has she contacted coaches and filled out the online recruiting questionnaire at programs of interest?
If not I’d start there after identifying programs that’d be athletic fits.
