How to Help Reunite Immigrant Parents and Children

A judge just promulgated an order that children must be reunited with heir parents within 30 days, 14 if the child is 5 and under.
Parents who have not been reunited with their children cannot be deported anymore.
The 500 children who were still in custody of the same service that holds their parents were reunited over the weekend; so now help must focus on kids held by Homeland security, where tracking is a big problem (the judge’s order indicates it found a lack of planning/forethought regarding reunification.)
Can people volunteer at the detention centers to help track parents?
What about offering cell phones with lots of minutes so older kids can relentlessly call?
