I’m not sure where you got this information. But I don’t believe it’s accurate…at all.
You will be likely required to submit a TOEFL score that shows you have sufficient English language literacy to be able to study at a U.S. college…which all teach in English. This is a very important part of your college applications.
The list above of colleges that provide that conditional acceptance …keep in mind that you will likely be receiving a bill for the full cost to attend.
Re: loans, you will not be able to get a college to be the guarantor for your college loans. And you won’t be eligible for any loans from the federal government here either. It’s highly unlikely you will be able to secure any sort of college loan in the United States without a U.S. citizen who resides IN the U.S. as your cosigner.
You have tagged syracuse and NYU…and neither offers these conditional acceptances.
